Dora, this recipe was posted on the Fish Notice Board by

Cod Fish Cakes
2 cups flour
4 teaspoons baking powder
1 teaspoon black pepper
1 egg, beaten
1 teaspoon oregano
1 cup water or milk
1 small green pepper, finely chopped
1 small bunch green onion*, chopped fine
1 pound cod fish bits or strip, cut up
Wash fish to remove any excess salt. Cover fish with water,
cook until tender. Drain and flake the fish. Sift dry
ingredients together. Combine with remaining ingredients,
except fish. Mix well. Add fish and mix well. Taste, add
salt if needed.
Drop by the teaspoonfuls into deep hot oil. If batter
becomes too thick add more water or milk. Brown on one side
and turn. Test for doneness. Drain on brown paper bags
before serving.
*Also know as scallions
Georgia, I did a search on the same site above and found at
least 3 recipes for Crab Cakes, some used breadcrumbs, but
there was at least one of them used no breadcrumbs at all,
so worth a look, good luck.
